Committee Roles

COMMUNICATIONS COMMITTEE

Responsible for continually improving ARAWC’s internal and external communication processes and tools, including, but not limited to, social media, ARAWC and QCARE websites, and leveraging the Chief Policy Officer and other resources.

Responsibilities

  • Work with staff to create agenda and participate in regularly scheduled calls
  • Review ongoing and develop future communications initiatives
  • Report to the ExCom

Goals

  • Communicate the benefits of nonsubscription to Texas policy leaders, elected officials, employers, workers and insurance agents
  • Fully deploy available PR and CPO resources

LEGAL COMMITTEE

Responsible for addressing/certifying Texas injury benefit programs that satisfy the requirements of the designation for a Qualified Compensation Alternative for Recovering Employees.

Responsibilities

  • Work with staff to create agenda and participate in regularly scheduled calls
  • Build insurance carrier, agent, worker, legal community, public policy, and other industry thought leader support for QCARE
  • Build support from employer procurement and insurance certificate managers on requirement for workers’ compensation or QCARE for all Texas vendors and suppliers
  • Build and administer a QCARE program sponsorship program
  • Work with the QCARE Committee on any updates to the QCARE Committee Rules and processes, as may be needed
  • Report to the ExCom

MEMBERSHIP COMMITTEE

The Membership Committee is responsible for identifying, soliciting and securing prospective new members and retention of current members.

Responsibilities

  • Work with staff to create agenda and participate in regularly scheduled calls
  • Actively participate in the efforts of the Committee to recruit new members and retain existing ones by meaningful participation in the activities of the Committee
  • Provide feedback on improvements in member benefits, dues and ARAWC value proposition
  • Administer current and develop future membership recruiting initiatives
  • Support member dues renewal campaign and conduct active outreach
  • Report to ExCom

Goals

  • Consistently Recruit members throughout term
  • Assist in Retention of Member and Renewals of Memberships
  • Increase membership engagement and interest in association activities
  • Strategically identify opportunities to coordinate recruiting efforts with other committees to improve membership recruiting results

GOVERNMENT RELATIONS COMMITTEE

Responsible for developing ARAWC’s advocacy strategies to protect and promote Texas injury benefit programs.

Responsibilities:

  • Work with staff to create agenda and participate in regularly scheduled calls
  • Liaison with trade, public policy, legislative and regulatory groups in support of Texas injury benefit programs
  • Support states wanting to adopt the Texas model of injury benefit programs, such as guidance on draft legislation and regulations
  • Monitor legislative and regulatory activity in states and at federal level.
  • Report to the ExCom

Goals

  • Gain Texas trade group and public policy group support for ARAWC’s Innovation Series and QCARE
  • Gain guidance from U.S. Department of Labor on how ERISA applies to Texas injury benefit programs
  • Gain support from Texas Department of Insurance and Division of Workers’ Compensation for QCARE
  • Initiate or influence any regulatory issue impacting Texas injury benefit programs at state or federal level
  • Work with Claims & Insurance Committee on all TDI, DWC and REG matters related to Texas injury benefit programs
  • Influence DWC Sunset review process

CLAIMS & INSURANCE COMMITTEE

Responsible for the review and analysis of individual state markets and providing research on claims that supports the Texas injury benefit program model. Committee members are expected to build relationships with insurance regulators, agent and carrier trade groups and workers’ compensation claim and research organizations.

Responsibilities

  • Work with staff to create agenda and participate in regularly scheduled calls
  • Projects may include:
    • Improving accuracy of TDI Research and Evaluation Group studies on employer participation within Texas workers’ compensation.
    • Improving accuracy and completeness of statements on TDI and DWC websites regarding Texas injury benefit programs.
    • Support of independent research on claim outcomes and economic impact of Texas injury benefit programs.
    • Analysis of premium rate changes in identified state workers’ comp markets.
  • Complete tasks requested by committee chair
  • Report to ExCom

Goals

  • Understand economics of Texas injury benefit programs and opportunities in other states
  • Identify research partners that can further an ARAWC research strategy
